To add a new user to an existing Cost Centre, from your My.Plan dashboard, go to:
CONTROLS > DEVICE > ASSIGN COST CENTRES > DEVICE CONTROLS/COST CENTRE > [select user] > [assign to existing cost centre] > SAVE
